The Intergovernmental Panel on Climate Change`s (IPCC) report on global warming of 1.5 degrees Celsius makes it very clear that climate-related risks to health, livelihoods, food security, water supply, human security and economic growth will increase, even if we manage to limit global warming to 1.5 degrees Celsius above pre-industrial levels. It also stresses that we are running out of time and stresses the need to reduce man-made CO2 emissions to less than zero in the next 30 years, in order to achieve the goals of the 2015 Paris Agreement. The question is how human activity can be radically restructured towards climate neutrality and how, at best, technology can be used to support this transformation. At a time when the available equipment exceeds the resources of the California Department of Forest Protection and Fire Protection (CAL FIRE), the department is shutting down private sector equipment and services to supplement its own resources. CAL FIRE is trying to obtain resources that meet the resource needs of the Incident Commander, at a fair price to the contractor and which represents a prudent expenditure of government taxpayers` money. Written comments and suggestions to improve these policies and procedures should be subject to the following conditions: no contractor will be guaranteed a volume of business completed by concluding an EERA with CAL FIRE. CAL FIRE uses well-established guidelines to distribute firefighting and assistance equipment orders. The intent of these guidelines is to maintain fair business practices and distribute orders with as many suppliers as possible, while they are fiscally responsible with government taxpayers` money.
